Neil,
I do not think there is an easy way to do this, because many rom
elements that are new may have been added.

Neil,
When we add new report items to the rom, previous engines will have no
idea on how to process them.

Neil,
You will probably have to search bugzilla to see all the changes that
were made. There should not be that many as you are only talking about
a minor version number change.
