I was advised to try posting on this forum by someone at eclipse.platform.
I'm currently writing a cheat sheet for an application. I'd like users to
be able to open a drop down menu (called layerMenu) as a cheat sheet

I don't think that would be easy to do. A cheat sheet action does not
have any reference back to the UI elements of the cheat sheet so you
would not know where to put the menu.
