XML editor from wizard can not open files outside project directory [message #480329]

Hello!

I'm trying to create simple RCP project to test text editor functions of
eclipse. Wizard create plugin (XMLEditor) It can open files inside project
directory but when I try to open the file located in different folder via
org.eclipse.ui.edit.text.openLocalFile command it shows:

------------------
ERROR

and there is no any suggestion what is the error mean.

Is it correct? Whats wrong?
