When using Context-Sensitive Help, I understand that when F1 is pressed,
the Help View will appear in all cases except if the dialog is too small
to accommodate the Help View, or if it is not resizable.
I'm wondering if it is possible to by default use infopops wherever I
desire as opposed to the Help View?

There are a couple of preferences which control that in the Help
Preference page. To set the default value to use infopops you can add
these two lines to your pluginCustomization.ini file

org.eclipse.help.base/window_infopop=true
org.eclipse.help.base/dialog_infopop=true
