I'm not sure I completely understand the question but there are some
preferences which affect context help. If you open Window/Preferences
and go to the Help Preference page you will see options for how dynamic
help is opened. If you select "In an Infopop" for window context help
and dialog context help this will create a popup with links which will
open the external browser. Is this what you are looking for?
