So, there are decisions who is allowed to have a look inside (based on
decisions of the Eclipse Foundation Members)? Or what is a "look inside"?

No. Our terms of use do not permit direct access to the data. We have
produced some reports (in CVS format) that you can use.
If you have a specific report in mind, we can try to run it at the
Foundation (and publish the results for all to see).
