I wanted to see if anyone here was aware of this before filing a bug. I
checked Bugzilla and the closest I found was
https://bugs.eclipse.org/bugs/show_bug.cgi?id=155782 ... but this isn't the
same.

The following is for Eclipse 3.2.2.

When you enter a history limit (preferences->install/update->Maximum number
of 'History' configurations) of 0 or 1, click 'Ok', and go to Help->Software
Updates->Find and Install Updates, the error, "Requested operation cannot be
performed because it would invalidate the current configuration" appears.

If you restart Eclipse and go to Find and Install Updates again, the updage
manager works normally.

This problem does not occur if you set the limit to anything between 2 and
99.

Is this a known issue? Has anyone else experienced it? Any workarounds?

I don't know if it has been fixed in 3.3.3 and it doesn't really matter if
it has since 3.3.3 isn't finished.

Sounds like a bug; you might want to raise it at https://bugs.eclipse.org; however, there's limited work being done on the update manager for 3.3 in support of a rewrite in 3.4, so I wouldn't hold your breath ...

3.4 eh? That's not exactly what you want to hear when you're trying to
release an Eclipse RCP application and 3.3 isn't due for another few months.

I can try to modify the code myself but I'm not certain what the expected
result is. Should a user be able to run the update manager with a history
size < 2 or should the user not be allowed to set a history size < 2?

It doesn't sound like it's been tested that way :-) Seems like a reasonable request, but of course you may well lose the ability to roll back to the previous version if you have a history size of 0. So even if you could set this to zero, there may be a variety of other things that break because of the failed assumption that there's at least one.
