Also, it would be great if someone could let me know how to create a new

This sounds like a bug - can you file a bug report against Eclipse Platform
SWT?
You could try recompiling the dll using build.xml found in
org.eclipse.swt\Eclipse SWT PI\win32\library.
However, this dll is rebuilt every week using this script so it is unlikely
to fix your problem.
