In 3.1.x headless build did not have specific support for products root files.

If you are expecting icon files in the root, or in the Mac .App folder, you need
to include those rootfiles yourself in your build. You can probably do this by
including the platform launcher feature in your build. This applies to all the
root files that are generated for you by the UI export.

For windows, to get the exe branded, make sure you set the properties
launcherIcons and launcherName so that the Branding task can find them.
