Actually I found out why help didn't launch after export.
Since the plugin which includes help system is exported as a jar file,
in Eclipse 3.1.2 you have to unpack the jar file. I knew that and I did
it as the first step after export.
But the first startup seems to expect the jar file. So when I start the
application after export once as the first step and unpack the plugin
jar file as a second step help system launches.
