Often (not always though) when I start an ant build, eclipse tries to
clean and copy resources to an output folder. The source tree I am
working with is rather large and this step is not needed as all the
build information is in build.xml and will be handled by ant. How I
handle this now is to just cancel the step and restart the build - then
it does not try to do this again until more files have been modified.
Is there any way to turn this off?

There is a global setting in the Debug preferences to control building if
required before launching.
Turn this off.
