The comment in the preference page, if that is what you are referring
to, just means that if you change the preference it will only take
effect on the next restart. It won't reset your preferences on restart.
So, setting the preference to 20 copies will achieve what you're
looking for.

Another response explained the Local History preferences, but I want to
warn you that relying on Eclipse's Local History feature instead of a
real source management and versioning system is risky - you're asking
for trouble.
CVS is easy to set up, or you can use a service that will host it for
free/cheap (SourceForge, java.net, FrsehMeat.net, cvsdude.org, etc.).
Trust years of experience that says you'll wish you had it one day.
