Is an image of type SWT.ICON always a Windows ICO image or is it simply an image created using the Image(Device, ImageData,
ImageData) constructor?

Both are true because the second one is an HICON on Windows. On non-Windows
platforms, there is no HICON, but SWT emulates it.
