I need to store files that are common to many projects and will change
periodically via web service. I think the "state location" may be the
right spot to store this type of data. Is this true and what API is
available to find a file in this location? If this is not the propre
location where should I store these common files?

I do believe I use the state location for this. Items that are plugin
specific and not project specific.
