Is there a way to trigger a global action (e.g. cut, copy, paste) outside
of view/editor context, such as, for example, in a dialog.

I have a wizard which uses some pages which require copy/paste operations
on a custom control. It works well when this control is inside a view and
a global action is registered for that view. But what about in a wizard?
