Also, are there any ways around having the users responsible for the order
by which they check in and out the library.xmi, projects.xmi files, etc?

I am not sure what you meant by order of files checking-in. If you are
checking in the library first time, order doesn't really matter as long as
whole library gets put in CM before someone tries to do checkout.

It depends on which version of EPF you are using.
EPF 1.0 - We don't recommnd putting .project in CM.
EPF 1.2 - It doesn't matter.

I am not sure what you meant by order of files checking-in. If you are
checking in the library first time, order doesn't really matter as long as
whole library gets put in CM before someone tries to do checkout.
