text hover that displays the full filename. I also rarely get text hover
on the various buttons/icons (on rare occasions I see it). I get hover
popups for code completion and javadocs when I am in a file.

I've tried checking the preferences, but don't see one for this. I even
tried reinstalling to no avail, which makes me think it is not
necessarily an eclipse problem (I'm on win2k). In any case, any help
would be appreciated as it is making it very hard to navigate files in
eclipse.
