maybe because the question is a bit ambiguous ?
Eclipse is not the same as EPF.
I'm pretty sure you can describe agile processes with EPF - so no
problem there
As of development with Eclipse
does the mean the combination Eclipse/Cobol
or maybe Eclipse/Java/Hibernate/Spring ?
I'm also pretty sure 'agile' is possible with the latter combination
Also possible is that I don't get the question at all - in which case
you can ignore all of the above

Well, the silence is deafening...
I've not used them, but there are Scrum and XP plugins for EPF, in
addition to the OpenUP/Basic that is bundled. They can be downloaded from
eclipse.org/epf
