Ok, maybe I'm missing something simple, but I can't seem to access the
FTP support at all. I have looked for a newer version of the plugin, but
it is no longer included on the Eclipse Project Downloads page. I found
an old downloads page for Eclipse 2.x with a google search and
downloaded the WebDAV plugin from there.
Checked and the plugin is listed in the about plugins listing.
Tried import and export and neither shows an FTP option. Looked
everywhere for setup or activation for the ftp, and can find nothing.
Found some documentation on the web, but hit the wall at file > import >
ftp - it's not there.
Do I need a newer version? If so, where can I find it?
Any other options for ftp?
Any help would be greatly appreciated. Thanks.
BTW - really enjoying PHPEclipse and MyEclipse looks good for
HTML/JavaScript.

Hmm. Interesting. I have tried many (not all) of the different download
sites, and those to which I am able to attach all show a download page
which lists different release versions, nightly builds, stream stable
builds, etc. I can't find any with a listing of add-ons of any type
other than language packs. I have scrolled to the bottom (not far) and
tried multiple refreshes of the pages. Can you post a url for a site
that does have the WebDAV plugin? Or, can you tell me how to find it
from the eclipse.org main page?

Since my name is mentioned explicitly here, I will answer the question
posed.
There are really two points that need to be addressed when discussing
the state of the FTP/WebDAV plugin:
1) How can obtaining the plugins be simplified?
2) Will the plugins be made product quality?
I admit that making FTP/WebDAV part of the SDK would solve point 1) but
it certianly is not an approach that scales (i.e., we can't make
everything part of the SDK). Instead, I would like to see improvements
to how available plugins are discovered and installed. This would
potentially reduce the size of the initial Eclipse download while
allowing users to easily configure their Eclipse (i.e. discover, browse
and install available plugins from within Eclipse). If we had this, I
don't think people would care if FTP/WebDAV was part of the initial
download.
Also, FTP/WebDAV can not be made part of the SDK until point 2) is
addressed. The main reason that the FTP/WebDAV plugin is not product
quality is that there are simply not enough resources in the SDK
development team to support these plugins. These plugins would require a
non-trivial amount of effort to make them product quality. This is
compounded by the fact that the plugins are not used in any way in the
development of the SDK and self-hosting is one of our main methods of
testing. I admit that the lack of self-hosting does not preclude the
plugins from inclusion from the SDK but it does mean that more resources
would be needed for testing.
Of course, the real indication of the possibility of either of the above
happening in the Eclipse SDK is the 3.1 plan. The plan is derived by the
Eclipse PMC (i.e. the body that sets the direction of the Eclipse
project) and the Eclipse SDK Architecture team. Currenty, I do not see
either of these items on the plan. Having said that, I know that point
1) is high on a lot of peoples lists so I wouldn't be suprised if it
does show up on the plan in some form. Item 2) does not seem to be as
big an issue in general.
Given that the FTP/WebDAV plugins currently fall under the umbrella of
the Team component of the Eclipse SDK, we do plan to determine what the
state of the plugins should be w.r.t the 3.1 plan and the other Eclipse
projects. It does seem that the Web Tools project should have an
interest in these plugins. However, this would need to translate into an
item on the 3.1 plan for anything to happen.
Of course, if anyone is willing to help with the development or testing
of these plugins, that would surely increase the quality of the plugins
and, hence, the possibility of their inclusion in the SDK;-)

I understand the points (and of course the points are important).
But the main point here in this topic is:
"eclipse SDK: documented content not included (WebDAV)".

This should have highest priority for the eclipse team (and the community).

I would care, because of the incorrect documentation (website), which
states:
"SDK = Platform [which contains WebDAV], JDT, PDT"

Thus the SDK (e.g. the Platform.Update, Platform.Team (VCM)) are using
other modules for http access.

They should place at least "clarfiy WebDAV case / Documentation" to the
plan.

So, most possibly the Platform.WebDAV Component has found its home project.

ok. [if WTP embraces WebDAV, the inclusion in the SDK becomes obsolete]

personally i am interested, that the eclipse project is clear and
straightforward, thus newcomers become quickly familar.
For now, you should correct the following error in the website:
e.g.:

To everyone interested in FTP/WebDAV,
There have been several discussions lately on various news groups and
mailing lists about the state of FTP/WebDAV support in Eclipse.
Currently, this support is available as a separate download from the
Eclipse Platform SDK download page. There has been a recent cleanup and
refactoring and the plugins involved can now be divided into the
following categories (the new structure is in HEAD and will start
appearing in next weeks integration builds):
1) Simple clients: There are separate plugins that provide simple FTP
and WebDAV clients with dependencies only on org.eclipse.core.runtime.
2) Site and Target Resource API: There is a target resource API and
implementations for FTP, WebDAV, java.io.File and IFile.
3) Site Explorer: The site explorer allows the creation of sites to any
of the above mentioned resource types. Sites can be browsed and
resources can be copied between sites.
3) IDE Integration: The above 3 feature sets are not tied to the IDE and
can be used in an RCP application. There is additional funtionality for
integration into the Team Synchronization view.
I am posting this message to see what interest there is in these
plugins. As it currently stands, these plugins are maintained by Team
as an example of integration into the Synchronize view. They are not
product quality and there is no future work planned to make them so. A
bug has been logged against Platform WebDAV that proposes moving these
plugins to the Web Tools project. Here is a link to that bug:

Of course, the proposed move only makes sense if there are parties in
the Web Tools community who are willing to contribute to these plugins.
If you feel that these plugins should be part of the Web Tools project
and you are willing to contribute to them in some way, please add
yourself to the CC list of the above-mentioned bug and add a comment
stating what kind of contribution you are willing to make (i.e. code
contributions, testing, etc.). The amount of interest will gauge the
possibility of these plugins moving and/or becoming product quality.

Personally, as I see things, a WebDAV plugin is interesting for WTP.
For WTP, we are focused on man-power and we are starting to work in
directions such as there is a community interest and enough man-power,
I have just seen people in CC for :

Subversion team could possibly be interested in assisting with work on WebDAV.
Maybe one who is familar with the Subversion project can ask the team.
