All,

Over the past year or so, the Foundation has been quite rightly criticized
for the time it takes to approve contributions. In addition to that, the
lack of process transparency has been a large source of frustration.
Contribution Questionnaires (CQs) get sent in, and there's no easy way to
find out what the status is, who's working on it, where it is in the queue,
etc.

We've been looking at ways to remedy these issues. To help address the time
it takes to process CQs, we've hired two more people (Sharon Corbett and
Jihong Yang) to work with Janet Campbell.

To help improve the transparency of the process, we have a proposal that we
would like your feedback on. Please take a look at
https://bugs.eclipse.org/bugs/show_bug.cgi?id=151323. Comments welcomed.

Hopefully this initiative, combined with the Orbit proposal
(http://www.eclipse.org/proposals/orbit/) will make things better for all of
us.

We've updated the proposal at http://wiki.eclipse.org/index.php/IPzilla to
reflect what we are going to try to get done by the end of September.
