OK,
I have seen other threads on this and I have even gone back and
downloaded the eclipse report designer all in one 2.3.2.2 and I have
gotten birt wtp integration sdk 2.3.2.2. I do not have
birt-report-framework-2_3_2_2.zip , that's coming next. After that it's
bed time for tonight. I sure would like to access the web project wizard
from the BIRT menu for new projects.

If you have the allinone downloaded, all you need is the
birt-wtp-integration-sdk package. Unzip the plugins into your allinone
plugins directory and unzip the features into your allinone features
directory. Do a restart with a -clean option and start a new project.
Under the Business Intelligence and Reporting category you should see
the WTP wizard.
