Hi,
just try that link http://download.eclipse.org/tools/pdt/downloads/ and
download the appropriate version for you.
Stop your eclipse.
After that unzip it and copy the 'features' and 'plugins' directories in
your eclipse directory.
Finish.

Yesterday, it seems that it was broken for version I20070712, today, it
works well.
