PDE plug-in error: does AJDT require SDK version? [message #35447]

I am running the runtime binary of 3.0 M8 /w JDT on Windows 2000. When I
attempt to install AJDT 1.1.8 through "Help/Software Update/Find and
Install" as instructed on the AJDT download page I get an error that 1.1.8
requires org.eclipse.pde.core plug-in.

The runtime binary doesn't include this plug-in. Does AJDT require the
SDK version of Eclipse?
