I just downloaded birt-rcp-report-designer-4.8.0-20180522-win32.win32.x86.zip

Copied to desktop and extracted birt folder from zip file.

On windows opened a cmd window, set java to java 8 x86 and ran birt.exe
Get an error "An error has occured. See the log file...
I've attached the log file.

What do I need to do to get this working out of the box?

That doesn't look like the actual proper 4.8.0 release build, but rather an integration build along the way. Have you tried the actual Release from https://archive.eclipse.org/birt/downloads/drops/R-R1-4.8.0-201806261756/ , and specifically an all-in-one zip?

Also, that version of Java is from 2018. Can you update to a newer maintenance release of 1.8?
