Eclipse IDE for Enterprise Java and Web Developers (includes Incubating components)

Whenever I use the Eclipse MarketPlace, "Install new Software" or drag from an Eclipse plugin page I see an error as shown below. This happens every time, it doesn't matter which plugin it is.
Cannot complete the provisioning operation. Please change your selection and try again. See below for details.
Cannot complete the install because one or more required items could not be found.
Software currently installed: Oomph Setup 1.28.0.v20230402-0730 (org.eclipse.oomph.setup.feature.group 1.28.0.v20230402-0730)
Missing requirement: Oomph Setup 1.28.0.v20230402-0730 (org.eclipse.oomph.setup.feature.group 1.28.0.v20230402-0730) requires 'org.eclipse.equinox.p2.iu; org.eclipse.oomph.setup.core.feature.group [1.27.0.v20230402-0730,1.27.0.v20230402-0730]' but it could not be found
Does anyone know what causes this and how I can work around it?
