Is there a way to configure Eclipse to use UltraCompare as an external diff compare tool? Currently using version 2023-06 (4.28.0)

AFAIK yes, though I haven't used this myself.

Configure it as you do for git via the git config and .gitattributes, then tell EGit to use that setup in the preferences at "Version Control (Team)->Git->Diff/Merge".
