Step filters will not save [message #1859943]

I'm almost certain something in my config is corrupt, but I haven't been able to figure out what it is.

Every time I restart eclipse [Version: 2023-06 (4.28.0), Build id: 20230608-1333], step filters that I have set in the java debug preferences are lost. They always reset to the default.

Any suggestions on where I could look to see what's wrong?
