How ca I create the panel like in the picture?
Or where I can get the existing code?

Using Alt-Shift-F1 (plug-in spy) you can get information about the class name that implements this view with focus. Using Navigate -> Open Discovered Type you and probably find that Git repository that has the source for that class.
