Need full installation for Firewalled machine [message #1857248]

I am trying to install an Eclipse IDE for Java, however, as the machine onto which I am trying to install is firewalled away from the Internet, I need a complete package, and NOT one which queries the internet for additional information.
Were can I find such an installer.
The two on the Downloads page give me the error "The catalog could not be loaded. Please ensure that you have network access and, if needed, have configured your network proxy."

If you click on the Download Packages link below those two buttons, you can download the packages as archive files you can unpack and run directly.
