I checked the release note on this website before, but it seems that the maintenance will be stopped by 2021-06
Where has the new website been transferred? Or is it no longer maintained?

You're using the correct website. If you look at the main page at https://www.eclipse.org/webtools/ , you'll see entries for new releases in the "Project News" box.

The "New and Noteworthy" is distinct from that. AFAIK projects can decide what they put into their "New and Noteworthy". I'm not sure even sure if it's mandatory to provide one for each release at all. If there aren't any "New and Noteworthy" for releases newer than 2021-06, it likely just means that nobody had time to write them.
