I am using Papyrus for creating model using uml-rt but when trying to create the state machine for the capsule the statemachine don't show in the menu.

This is likely because your model doesn't have the UML-RT StateMachine profile, which happens if you select the "UML-RT for structural modelling" template when creating the model.

In order to be able to add state machines, you need to select either the "UML-RT basic" or "UML-RT for C++" template when you create the model. See the screenshots attached.

PS: If you plan to generate code, use the "UML-RT for C++" template.
