I am getting the following error on install. Any suggestions? Also I am connected to a network. Does being on a VPN cause any issues?

Error: The catalog could not be loaded. Please ensure you have network access and if needed, have configured your network proxy.

Have you had to do anything in browser's to make them work with/through VPN? Have you tried to Configure Network Proxy? Is it possible your firewall is blocking the installer application?

You can also directly download a package from here:

https://www.eclipse.org/downloads/packages/

But it's highly likely that Help -> Check for Updates... and Help -> Install New Software will fail for the same reason...
