Hi,

I have two users with new accounts (created in last 48 hours) that I want to add to the list of additional owners for a particular Marketplace listing (Oracle Database Tools). But I can't find their user ids listed in the little dropdown thing. Is it because the accounts are too new or haven't gone through some agreements process yet?
