OK , I went the proven way via Eclipse installer.
Added TCF no problem
Not sure what is the attached message telling me - start over ?
Update software ??

Some feature that's expect to be installed is not actually installed. You can install it, skip for now, and in either case, record which decision you want to make automatically, i.e., if you want it to automatically install missing things or automatically skip it (and not tell you about it).
