No menubar when run from a terminal [message #1843566]

I'm running:

Eclipse IDE for PHP Developers (includes Incubating components)
Version: 2021-06 (4.20.0)
Build id: 20210612-2011
OS: Linux, v.5.11.0-25-lowlatency, x86_64 / gtk 3.24.25
Java vendor: Ubuntu
Java runtime version: 11.0.11+9-Ubuntu-0ubuntu2
Java version: 11.0.11

I've installed Eclipse into /opt/eclipse and I have a launcher in my gnome2 panel that runs /opt/eclipse/eclipse. When I run it in this fashion I get a menu bar.

If, however, I close Eclipse, start a terminal and type /opt/eclipse/eclipse it starts just the same but there's no menubar!
