If I understand the architecture correctly, in the abstract IEC 61499 is deterministic since the execution prioritizing mechanism are event triggers to initiate operations but this does not address performance and guaranteed response.

If there are parallel function blocks events that are triggered by the same signal what is the execution sequence and priority?

For that IEC 61499 defines dedicated event split FBs. These FBs have an order in which an incoming event is distributed. This gives control to the developer for defining execution order.
