I was reading the licenses and wanted to know if a program is produced using eclipse can it be sold commercially. When I was using visual studio I found that if you wanted to sell a program it was necessary to pay them. Would that be the case with eclipse?

Generally? No. Eclipse tools and runtimes are governed under OSI-approved Open Source Licenses,
but you should always consult with actual legal professionals and not rely on what random
people on the Internet tell you, especially if you're working with third party code of any kind.
