Exactly how to install / enable autocomplete for .js files in the JavaScript IDE ?

And why isn't that functionality already available out of the box for the IDE created especially for JavaScript ?

It should be working as long as you're opening files in the Generic Text Editor. You can report issues that happen after that at https://github.com/eclipse/wildwebdeveloper/issues.

I don't quite know what you mean by 'generic' editor. I just opened the IDE and used the editor.

The IDE can contain multiple editors depending on what plug-ins are installed, different ones for different
file types, sometimes more than one for a single file type. Depending on your setup, you might have more
than one option when you right-click on a JavaScript file and activate the "Open With..." context menu.
