I think ECC is much clear to understand, when complex logic is used in composite FB, it is very difficult to read, so if we can connect to FB in ECC, that can help
IEC61149 easy to promote.

And using adapter to implement timeout is a bit complex, sfc in 61131's way is much easier

Sorry for the late reply. To much stuff going on at the same time. As I'm the one who introduced the ATimeOut I think I should at least comment on that. The idea for this adapter was borrowed from the modelling language ROOM (Real-time Object Oriented Modelling). There they have a dedicated port for objects needing certain services (like timing) from the system. Although this is at first some overhead it shows much clearer which of your basic fbs needs timing. I have discussed the topic of timed transitions in ECC with several IEC 61499 experts. All came to the conclusion that adding timed transitions to IEC 61499 ECC would in the end lead to more complicated IEC 61499 runtime implementations and with that to performance issues. However I'm always open to suggestions for improving IEC 6199. Especially if we missed a point.
