Local Platform build not including locally built plug-ins in p2 repository [message #1833605]

Followed the build steps provided at https://wiki.eclipse.org/Platform-releng/Platform_Build and looking at "eclipse.platform.releng.tychoeclipsebuilder/eclipse.platform.repository/target/repository" contains org.eclipse.swt_3.114.100.v20200604-0951.jar which is downloaded from http://download.eclipse.org/releases/2020-06/. I was expecting locally built org.eclipse.swt_3.113.100.v.20201019-xxxx.jar (Based on my build date is 2020-10-19 i.e today).
Steps I followed
1. clone eclipse.platform.releng.aggregator and its submodule with R4_16_maintenance.
2. export MAVEN_OPTS="-Xmx4096m -Declipse.p2.mirrors=false"
3. mvn clean verify -DskipTests=true
Is there extra arguments required to have a locally built plugin in the local p2 repository ?
