Is there anyway for me to access the plugin source code for the XML Editors and Tools plugin? I want to make some modifications to it, for a plugin I want to build.

Yes. You can clone https://git.eclipse.org/r/sourceediting/webtools.sourceediting.git (use ssh://user_id@git.eclipse.org:29418/sourceediting/webtools.sourceediting.git for pushing upstream to Gerrit). You'll be interested in the "core" and "xml" areas of the repository. What modifications are you looking to make?
