under format chart, go to series > value series > regions > add region, then define the thresholds for your critical, medium and low
for e.g.
DialRegion - 1
Start value: 0
End value: 100

DialRegion - 2
Start value: 100
End value: 200

DialRegion - 3
Start value: 200
End value: 300

AFTER THAT, go to series > value series > scale, set the min to the lower bound of the low threshold and set the max to the upper bound of the critical threshold
for e,g.
Min: 0
Max: 300

This will set up your meter. To display the data just create a data set with a header and one data row
