Does the file exist in the file system? Maybe is was corrupted during download and you can try to repair it in the pool as described here:

https://www.eclipse.org/setups/installer/question/

In the section "What Else Should I Consider?". Specifically this part: In addition, if some artifact becomes corrupted, or if a corrupted artifact is downloaded from some mirror site, this dialog can be used to detect the damage and to repair it.
