If I make a SWT program, does it need special packages installed on computers where it should run? Or does it run everywhere where java is? Thanks in advance.

It will run on any supported 64 bit OS (Windows, a not-too-old MacOS, and a not-too old Linux) that has a 64 bit Java 8 or higher.
