Make "[ all Configurations ]" default when editing C/C++ properties [message #1823955]

I am using eclipse C/C++ 4.11.0 (build-id 20190314-1200).

I'd like the default configuration in properties window to be "[ all Configurations ]" instead of the currently active one. How would I do that?
