i faced the same problem.

only packages (a zip file) are available for download currently. it is complicated for a general user like me. I thought the guide could be provided in an easier way, just tell the essential steps.

finally i located my previous download of the installer and install the IDE.

You can always get the latest installer from the links on this page:

https://wiki.eclipse.org/Eclipse_Installer

These installers can install any version of any package, unlike the installers which you download from the normal links, which install only the version associated with the page from which you've downloaded it. These so-called restricted installers are available from here:

https://download.eclipse.org/oomph/epp/
