When migrating old workspace to a new Eclipse version, is there a way to detect when Eclipse finished the workspace upgrade programmatically?

I have a plugin that checks and updates a few files in the old workspace for our custom project. This plugin runs the update process on Eclipse startup. I was wondering if I can detect when Eclipse finishes the workspace upgrade so I can run the update process after.
