have installed and initialized Eclipse as root and made the
configuration directory read-only so believe it should be a shared
 install. Have I missed something?

When a user starts Eclipse for the first time it takes some time while
several plugins are copied into the user's home .eclipse directory. Does
this suggest the shared install has failed? Is it a feature of Eclipse
that the initial startup is much slower even in a shared install
 configuration?

Any help or links to help on this topic appreciated (I've already found
 the Eclipse multi-user installs instructions).

 Thanks,
