I found that CollapseAll Action(Ctrl+Shift+Numpad_Divide) is added only in
java editor. Why is it specific to java editor ?. I think it should be
included in AbstractTextEditor so that it is treated in generic way. Can
anybody suggest on this ?

Because when it was done only the Java editor had folding. The folding
commands are already in Platform Text. Please file a bug report against
Platform Text.

I filed a bug in Platform Text as suggested.
