This happens when the resource http://www.eclipse.org/setups/setups.zip cannot be downloaded and has never been successfully downloaded on your machine; it's cached once downloaded. That's generally a network problem, and of course network failures can have have a great many different causes, including a temporary failure on the server, or on any piece of hardware or software between your machine and the server. Of course it's possible that your Windows system itself is blocking the application from accessing the internet at all. You might try downloaded the zip from a browser to see if the file itself is accessible. You might also have a look at your firewall settings to see if its blocking access; temporarily disable it.
